Yancheng City to create "1+7" food and drug inspection and testing system

Hao Ruiyao said that in recent years, Yancheng has been aiming to build a "1+7" food and drug inspection and testing system (i.e., a city food and drug supervision and inspection center and seven County < city and district > comprehensive inspection centers), strengthening top-level design, promoting overall linkage, implementing high-quality and high-efficiency, and comprehensively integrating and optimizing inspection and testing resources at the City and county levels. And achieved remarkable results. The main methods are:
First, efforts should be made to strengthen the integration project. The inspection and testing functions of departments originally belonging to quality supervision, food and drug supervision, agricultural committee, health planning, animal husbandry and aquatic products are unified and integrated. The number of inspection and testing institutions in the city is 36 and 9. Municipal Food and Drug Supervision and Inspection Center was put into operation in July 2017, and comprehensive inspection centers in seven counties (cities and districts) were established in 2017. The assets of inspection and testing instruments and equipment in the whole city are 166.35 million yuan. The City Food and Drug Supervision and Inspection Center purchases 15 million yuan of food inspection equipment. It passes the acceptance of provincial food laboratories at one time and formally carries out the inspection work. It takes the lead in realizing "one platform tube inspection" in the whole province.
Two, it is difficult to make efforts to strengthen the package implementation. Focusing on fund raising, the whole city has invested 34.23 million yuan in national food inspection capacity building, 13.5 million yuan in provincial financial funds and 300 million yuan in municipal and county financial supporting funds, which has solved the most concentrated contradiction and the most difficult and prominent financial problem in the construction of the "1+7" system; paying close attention to the progress of the project, the municipal government has convened county-level food safety inspection. In order to strengthen the function of rapid detection of "1+7" system, the municipal government invested 4 million yuan in 2016 to build a rapid detection level for edible agricultural products. Taiwan provides technical support for timely disposal of unqualified edible agricultural products.
The three is to reinforce the one-stop service. Highlighting qualification confirmation, at the end of last year, the City Food and Drug Supervision and Inspection Center and seven county-level centers all obtained certificates of qualification certification of food inspection institutions. In January this year, the City Food and Drug Supervision and Inspection Center passed the re-evaluation of the National CNAS Laboratory, and the scope of inspection was expanded from the original drugs to food, health food, etc. At the beginning of this year, the Municipal Food and Drug Administration, together with the Municipal Editorial Office and the Development and Reform Commission, jointly convened a city-wide meeting on food and drug inspection and testing, which promoted the deep integration of inspection and testing resources of cities and counties, greatly enhanced their inspection capabilities, and increased the number of food inspection samples in the city and county centres by more than six times as much as the original. The Research Institute of Quantity Supervision and Inspection Technology and the Food and Drug Administration of Bozhou City, Anhui Province signed strategic cooperation agreements, focusing on improving the level of inspection and testing services, organizing relevant departments of the Municipal Food and Drug Administration, the Municipal Business Bureau and the Tinghu District, and cooperating with the Municipal People's Congress on carrying out food safety inspection and inspection in the wholesale market of agricultural and sideline Work out the resolution of the work proposal.
The four is real cohesion and a series of reforms. Since this year, we have made it clear that Yancheng Food and Beverage Safety Supervision and Administration Bureau and Yancheng Adverse Reaction Monitoring Center of Pharmaceutical and Medical Devices operate independently, focusing on the formation of a testing institution with five functions of inspection, rapid inspection, scientific research, information and training; and we have focused on innovation with characteristics this year. Since then, the Municipal Food and Drug Supervision and Inspection Center has successively passed the drug specific curl determination organized by the China Institute of Food and Drug Verification, the Bletilla baicalensis test and the validation of Salmonella detection ability in chocolate, etc.
