By the first half of this year, 65 County (city, district) public legal service centers in Zhejiang Province had established judicial appraisal institutions.

Since 2013, Zhejiang Provincial Department of Justice has issued Guidance Opinions on Promoting the Construction of Basic Public Legal Service System in Urban and Rural Areas (Zhejiang Division [2013] 92) and Guidance Opinions on the Construction of Public Legal Service Platform in County and Rural Areas (Zhejiang Division [2016] 54), and deployed the work of judicial appraisal institutions in the center. In the first half of 2017, 5961 cases of judicial expertise consultation services and 3056 cases of judicial expertise inspection services were provided, which provided convenience for the masses to handle judicial expertise business. Jiaxing, Huzhou and Quzhou forensic appraisal centers provide more mature services for forensic appraisal. Taking Jiaxing as an example, forensic appraisal has set up windows in all seven counties (cities and districts) centers. Over the past five years, more than 23,000 judicial appraisal advisories have been provided and 13356 cases have been accepted.

The center plays a major role in providing forensic identification services, effectively reducing the dependence of the masses on & ldquo; scalper & rdquo; access to forensic identification services. Because of the authority of the center, the residents in the county area are afraid to go to the center to solicit business. When they realize that the center can provide services such as simple inspection of judicial expertise, they also reduce their entrustment to the center for related business. In the first half of 2017, 256 judicial expertise services were provided by Changxing County Service Points, accounting for more than 60% of the local demand for judicial expertise.

The center has the functions of providing medical disputes mediation, traffic accident mediation, labor disputes mediation, legal aid, lawyer notarization and other legal services. Judicial appraisal is closely related to these functional modules. Through the central platform, it can provide convenient one-stop service for the masses and produce scale effect. From the point of view that Jiaxing, Huzhou, Quzhou and Shaoxing can provide one-stop services such as judicial expertise consultation, judicial expertise inspection, receipt of judicial expertise opinion, dispute mediation, insurance claims and so on, they have led to 82.5% of the judicial expertise consultation services in the Zhejiang Provincial Center and brought a lot of popularity to the Center. People tend to solve the whole traffic accident or medical dispute completely in one place.
